If its a full scholarship, the tuition fee in the scholarship will be deducted directly; thus the scholarship recipient won’t have to pay for the tuition fee.
If its a partial scholarship and not all tuition free, you may need to pay the whole fee first then get scholarship after that. But also many university no require for full payment.
