We work on the International Financial Institutions (Bretton Woods and BRICS). In fact, the city of Shanghai is the place to be. Firstly because, it is the Economic capital of the Great and One China ; there is no doubt that all the economic super-power of China and its dynamism in different money-markets come in majority from Shanghai, thus an excellent and daily incubator to seize pratically the international stakes of International Economy ; secondly Shanghai is the city where the BRICS headquater (BRICS Tower) is situated (32-36 Floors, 333 Lujiazui Ring Road, Pudong Area); therefore, it will be very easy to us to be provided constantly in datas and to realize field studies ; thirdly, with an academic approach both idealist and realistic, Shanghai is an inescapable place to consolidate Peace in Africa. WHY ? Because Globalization phenomen transfers the classical paradigm (westphalian brutality) for peacebuilding among States and within States (Identitary/Cultural/Ethnic Communities). Global and local wars destroying States around the World, particularly in Africa are the job of powerful financial private groups. In another view, we could notice that Countries easier to destabilize are those that are not (well) inserted in the financial globalization, through international trade, money-markets and digital economy, the poles of prosperity of states and nations after the fall of the Berlin Wall (Nov. 1989). NOW REFERING TO SHANGHAI, all of this for Africa, means if one can crush States and People by the High Finance, one can equally pacify them using the same method, through a good, pragmatic and progressive insertion of African States Economies under Shanghai’s leadership and cultural BRICS alternative. For instance, the Human Security axiom defended by the United Nations Organization as the new guarantee of sustainable peace among Sovereignties (States) and Nations (Communuties) deals in majority with Economy. Consequently, financial places like Hong-Kong or Shanghai are so essential as UN-Security Council for a Human, Global, regional, sub-regional and national peaceful development. To end, the formal call of my Head of State H.E. Paul BIYA to Shanghai’s Mayor Mr Ying YONG during his State Visit in China (22nd – 24th of March) proves the strategic role of Shanghai in the future and sustainable prosperity of the whole Africa Continent (especially in non-anglophone areas : francophone, arabophone, lusophone, and hispanophone countries), and legitimate undoubtedly its Universities to reach this inter-civilizationnal aim targeted by our research proposal.
