First, congratulations on your admission to a university in China. I have successfully applied for the CSC scholarship of the Bilateral Program. And I don’t think it a difficult task to apply for the CSC scholarship 2021. Hope my following answer can be useful to you.
As you know, the Chinese government set up a series of scholarship programs to sponsor international students to study and conduct research in China. In those programs, only the Bilateral Program and Chinese Universities Program open to all international students of all countries. Other programs, like EU Program, AUN Program, PIF Program, and WMO Program, are provided specifically for the international students from these countries or in these subjects. If you are qualified for these programs, take the chance and give it a shot.
Next, I will focus on the Bilateral Program and Chinese University Program, including their requirements and application procedure.
Bilateral Program
Bilateral Program includes a full or partial scholarship and supports both undergraduate and graduate students. There are restrictions on instruction language, duration of the scholarship, eligibility, application documents.
Instruction Language
There are requirements for the instruction language. As the document presents, the undergraduate scholarship recipients must register for Chinese-taught credit courses and graduate students for either Chinese or English. But all of the scholarship applicants have to provide language proficiency certificates.
For Chinese-taught programs, undergraduate or non-degree students should provide a valid HSK certificate of Level 3 or above and graduate students a valid HSK certificate of Level 4 or above. For English-taught programs, international students should provide valid English Proficiency Test certificates of IELTS or TOFEL.
If the undergraduate students could not provide the HSK certificate for the preparatory course exemption application, then they are required to take preparatory courses in designated universities and to pass the required test before moving on to the major studies. But the preparatory year will be included in the scholarship.

There are also restrictions on instruction language, duration of the scholarship, and application documents.

Besides, the Chinese University Program needs the international students to apply directly to the target university, different from the Bilateral Program by the CSC Information Management System International Students. And not all applicants but those recommended candidates from designated Chinese universities will be considered by CSC.
